The Certification Process

Certification of an air operator or air carrier under 14 CFR 135 will require a 5 phase system to completion which Avian Enterprises will navigate, assist, write, and deliver with you in accordance with the 8900.1 Vol. 2 Ch. 4 Sec. 1-8 policy at the end of the process.

Part 135 Classifications

Single Pilot Operator– This means the operator is only using one pilot certified annually under 135.293, 297, 299. Single Pilot Operators usually are owner-operators that operate fixed-wing or rotary-wing aircraft. Single Pilot Operations do not require manuals.

Single Pilot-in-Command Operator- This type of certification is applicable to aircraft requiring more than one crew member to operate for a maximum of three crew members aboard, however; there can only be one PIC, the rest are to be SIC.

Basic Operator- This is where things get a bit more complicated. Even though most Basic Operators run a simple operation the FAA requires the use of approved training manuals and an accepted General Operations Manual (GOM). With a Basic Certification, operators can have up to five pilots and five aircraft on the D085 aircraft listing.

Full 135 Operator– This type of certification will be needed if an operator intends to use more than five pilots and five aircraft or more than one base of operation.

In general, the 135 certification process includes the need to develop a letter of compliance, which is a document showing how an operator will comply with every single applicable Federal Aviation Regulation to their operation, a general operations manual (GOM) explaining how the company will be operated in accordance with certain parameters found in 135.23, a pilot and aircraft training manual.
